Third Step: Identify and Evaluate Policy  Options What are some possible policies that the president can pursue to address this problem that you identified in Step 1? You could research whatpolicy  options the U.S. is considering and what policies other countries in a similar situation have pursued before. In addition, you may also devise an option yourselves based on what you learned in class. Think about what outcome each of these policy options would produce and the mechanism and the process through which each policy  would generate the outcome that you expect them to produce. Which of these policy  options best serves your fundamental value? That is, which option produces outcomes through mechanisms that are most consistent with your value? Fourth Step: Write Your Paper 1. Begin your paper with an introductory paragraph that summarizes the policy problem and your policy  recommendation to the president on how to address the problem. Do not save this “punchline” until the end of your paper. Be sure to state what fundamental value that your policy  recommendation advances. 2. In the body of your paper: 1. Describe the specific policy  problem—who the actors involved are, what their preferences are and why the president needs to address it. 2. State and defend the fundamental value that you think the U.S. should pursue in selecting a policy  option. Why is this value important? What are some alternative values, and why should the president prioritize your value above other competing values? 3. Describe and evaluate two different policy  options that the president can pursue to address the problem. For each option, be sure to: describe what outcome you expect it to produce describe the process through which you expect the policy  option to produce the outcome evaluate how well the option advances your fundamental value assess how practicable the option is, i.e., knowing what you know about the politics of international relations, whether the president can realistically pursue thepolicy  option Then, based on this analysis, select one of the twopolicy  options as your recommendation and justify your choice. 3. Conclude your paper by summarizing your recommendation and commenting on what further information about the problem would lead you to alter your policy  recommendation and how your recommendation would change. Although the content of the paper is a recommendation to the president, please write it in an conventional paper format, referring to the president in third person, i.e., “the president should,” not “you should.” The paper is to be maximum of 1,200 words total, including your names and a title of your paper. Grading Your paper will be graded on how well you demonstrate that you have thought through the issues and questions raised above and that you can navigate between social scientific arguments and ethical arguments. Your paper will not be judged on the value for which you argue but how well you tie these concerns to your policy  recommendation. While you will need to carry out independent research outside the course materials to identify and discuss the policy  problem, you should not interpret this assignment as a research paper. The references you cite in your paper should be from 1) well-known journalistic sources (e.g. Washington Post, The Economist, etc.) or 2) academic journals and books.
